Where Does Culture Rank in Your Strategic Plan? | Excellerate

ExcellerateIt didn?t happen overnight, but culture has cracked the line-up with progressive leaders, and is now revered in the same league as vision, mission, strategy, and core values when it comes to strategic planning. This transition, and the growing acceptance of culture as an integral strategic component, comes from the realization that it?s a living and breathing reflection of the way a company operates on a day-to-day basis. Culture is often called the ?heartbeat of a business? since it represents the philosophy of how all stakeholders ? current and potential employees, customers, suppliers and partners ? see and experience the company in action. It?s visible every day, at every level, in every transaction, which means that nurturing the desired culture is a companywide responsibility.

At the same time, and perhaps because of its intangible nature, culture is still a widely misunderstood driver that directly impacts organizational performance. Only in recent years has it gained attention and respect for the role it plays in a stream of human resource related challenges such as morale, turnover, absenteeism, reduced productivity and job dissatisfaction. If culture is effectively and consistently managed, it will absolutely contribute to the improved health of the organization.

Excellerate

This can be an especially sensitive topic for owners and executives because culture typically reflects their own leadership style, behaviours and actions. It impacts every aspect and person associated with the business, but not always in constructive ways. That?s because culture can exist whether it has been actively modelled and developed, or whether it has been created by default over time. The risk of allowing it to grow unmanaged, is that it will sometimes manifest in unexpected or undesirable ways that can adversely affect business performance. That?s why understanding the tools, decisions and steps required to actively shape the positive and consistent culture desired for the organization, can have measurable results.

Aligning the leadership team with the overall goals is a vital, early step toward defining, clarifying and supporting culture expectations. Actually modelling the practices that reinforce the culture, through performance and rewards management, can be the best way to see it ripple into the everyday work environment and guide everyone?s behaviour.

If leaders acknowledge that culture is fluid, that it will continue to evolve through each stage of growth; and if they recognize that it?s influenced by the decisions and activities of all stakeholders, the ongoing commitment to maintaining a vibrant and positive culture will create a tangible competitive advantage. That advantage will in turn, generate positive customer experiences that help propel the company toward reaching its business potential.

The instant Steven Epp as Moli?re steps out on the stage of the Paul Green Theatre to introduce the PlayMakers Repertory Company?s brand-new adaptation of the celebrated 17th century French actor and playwright?s 339-year-old play, The Imaginary Invalid, to a 21st century audience in Chapel Hill, it is clear that this is no average resurrection of a classic. Instead, Moli?re becomes a character in his own play; and the present is woven into the production ? often hilariously and often erratically, but always with an eye on the original story.

The story about Argan (also played by Steven Epp), a wealthy hypochondriac convinced he has every disease known to man (especially those that originate from bowel problems), is rife with sight gags and pratfalls and totally insane characters (spoiler: there?s not a normal one in the bunch). From the moment Argan receives his first shot of antiseptic spray from his nurse (Julie Fishell), it is clear that writer David Ball, who created this adaptation especially for PlayMakers, and director Dominique Serrand have a bona fide hit on their hands, a hilarious and fast-paced retelling of the comedy that was Moli?re?s last play ? and, ultimately, the one that killed him, because Moli?re died onstage while playing Argan on Feb. 7, 1673. Though there?s nothing funny about the French master of comedy dying onstage, there very definitely is something funny happening on the PlayMakers stage with this adaptation.

The play opens with Argan introducing his various maladies while his nurse (Julie Fishell) tells him what his bills are for the various tests. It is fairly certain that most people in the audience could relate to the shock Argan feels at the cost for invasive tests that ultimately tell him nothing about what is really wrong with him ? or how his quack of a doctor, Dr. Wachauvia (played by Jeffrey Blair Cornell), will cure each of the various ills. When Argan has had enough of the bills, he calls (and calls and yells) for his assistant Toinette, played by Molly Ward, and thus begins a constant parade of people in Argan?s life who clearly see through his hypochondria and use it to try to bilk him of his wealth.

One of those people who couldn?t care less about Argan?s money ? and is just as crazy as he is ? bounces onstage and throughout the play with a delightful zaniness. She is Argan?s daughter Little Angel, played with a zest and wide-eyed craziness by Katie Paxton. Paxton contorts into positions that put a pretzel to shame, and is so adept with facial expressions that it is a disappointment when she turns toward the other side of the stage and her fantastic elasticity cannot be seen.

Katie Paxton?s ability to play the angelic brat with a puppeteer?s deftness and a personality that mimics the monstrous horror of a Chucky doll brings histrionics to the first act that only escalate as the bizarre characters continue to do their pirouettes onstage. Little Angel?s love for Irving Luigi (played by Shakespeare veteran Josh Tobin) is what drives her, and that love (as most loves) is what makes her crazier than she already is. When Luigi finally arrives onstage, the combination of the two of them makes for hilarity personified.

Argan?s psychosomatic illnesses lend themselves well to jokes that most grade school children find irresistible: fart jokes, breast and sex jokes, pratfalls, and goofy characterizations. They also elicited plenty of laughs from the opening night/world premiere audience, though the loudest guffaws came from a totally unscripted comment made by Argan when a pre-teen made for the bathroom about midway through the first act.

?Where do you think you?re going?? Epp called out, never missing a beat and remaining in character as Argan. Everyone in the audience dissolved in laughter, though the boy didn?t seem to notice; and the play continued without interruption.

Moli?re?s ability to use satire to expose religious hypocrisy translates well to this period in time when most Americans are concentrating on the presidential elections; and David Ball?s new adaptation of The Imaginary Invalid works hard to expose one of the central issues in the current campaign for president: the obsession with the state of health care in the United States. From the moment Argan takes to his bed, nightgown flapping, it is ironically clear that the ?lesser? health-care workers (the nurse and the Bucket Boy, aptly portrayed by Nilan Johnson) are the wisest of the bunch.

The doctors are fools who work for Argan only because of his incredible wealth. They have no idea what is wrong with him, if anything, and simply play along with his imaginary ailments (one of which appears to be easily fixed, according to the nurse. Simply ?wash the dingus,? she says, over and over). Without revealing the ending of this farce, suffice it to say that it is a joke recognizable to all and, ironically, mirrors Moli?re?s own tragic end.

BP hikes dividend, looks beyond 2014

LONDON (Reuters) - British oil company BP Plc raised its dividend on Tuesday and signaled a more upstream-focused future beyond 2014 along with stronger than expected quarterly profits.

Chief Executive Bob Dudley also outlined the British group's preparedness for a court battle with U.S. authorities over its 2010 U.S. Gulf oil spill, and declared the new Russian strategy it announced last week a "truly distinctive position in one of the world's largest and most important oil and gas provinces."

Third quarter underlying replacement cost profit fell to $5.2 billion from $5.5 billion a year ago. A shrinking business, lower production and lower crude prices took their toll, but the effect was partly offset by a co-incidence of strong refining margins and the company's highest availability of refinery capacity in years.

The result was ahead of analysts' expectations of around $4.1 billion, mainly because of the refining result, and up from $3.7 billion in the second quarter.

BP jacked up its dividend by 12.5 percent to 9 cents a share, its second dividend increase since the spill interrupted payouts.

"They're very strong numbers. They've successfully captured in Q3 refining margins, certainly within the U.S. so that's the reason for the strength within the Q3 earnings," said Bernstein analyst Oswald Clint.

BP has fallen to a distant fourth in the top tier of oil and gas companies after the Macondo well disaster, and amid uncertainty over the future of its Russian operations.

The company had shed vast chunks of its business since the spill that killed 11 people and triggered the United States' worst ever offshore environmental disaster in a bid to raise enough cash to pay compensation.

It is in talks with the Department of Justice and other U.S. agencies regarding a final settlement, but despite reports during this year that an out-of-court deal was close, no such agreement has materialized.

"Whilst it (BP) is ready to settle on reasonable terms, a number of unresolved issues remain and there is significant uncertainty as to whether an agreement will ultimately be reached." BP said in its results statement.

"BP has repeatedly said that it is willing to settle on reasonable terms but otherwise continues to prepare vigorously for the start of trial."

BP said trial is now scheduled for late February 2013.

RUSSIA PLAY

BP last week embarked on a plan to re-arrange its assets in Russia, agreeing to sell its half of the profitable but mature and troublesome TNK-BP business for $12.4 billion in cash plus a 19.75 percent stake in state-controlled Russian group Rosneft .

The aim is to realise a return from a business that has paid no dividends back to BP this year due to disputes with its co-owners, AAR, and to establish a relationship with Rosneft, which is at the center of a much more government-controlled approach to resource development in Russia than was the case when BP bought into TNK-BP in the 1990s.

POST-2014

Beyond that, Dudley also sketched BP's plans beyond 2014 for the first time, predicting a more upstream focused and more oil-centric oil and gas group in future.

"BP expects to generate future growth through increased investment in new upstream projects in higher-margin areas and through new access and exploration," he said.

"BP's business portfolio is expected to become more tightly focused around its strong existing positions and its key operating strengths."

Ironically, TNK-BP, like the refining operations it is busy shedding as part of its divestment programme, also underpinned BP's performance beating result, according to some analysts, many of whom remain sceptical that BP can catch up with its rivals in the industry.

"The sale of TNK-BP to Rosneft, while the removing the headache of being in partnership with AAR, still leaves BP as a large minority in company heavily influenced by the Russian state and Macondo settlement with the US DoJ appears no closer," said Richard Griffiths of Oriel Securities in a research note maintaining his Hold recommendation.

Bigger rivals Exxon Mobil , Royal Dutch/Shell and Chevron are due to report their results later this week.

BP shares were up 3.7 percent at 440.8 pence in morning trade. The stock is still down 33 percent from levels before the 2010 oil spill, while Europe's STOXX oil and gas index <.sxep> is down 4 percent over the same period.

Insight: Unable to copy it, China tries building own jet engine

HONG KONG (Reuters) - China has designed nuclear missiles and blasted astronauts into space, but one vital technology remains out of reach. Despite decades of research and development, China has so far failed to build a reliable, high performance jet engine.

This may be about to change. China's aviation sector is striving for a breakthrough that would end its dependence on Russian and Western power plants for military and commercial aircraft.

Beijing is evaluating a 100 billion yuan ($16 billion) plan to galvanize a disjointed and under-funded engine research effort, aviation industry officials say. The giant, state-owned Aviation Industry Corporation of China (AVIC), China's dominant military and commercial aviation contractor, has been lobbying hard for the extra money, officials familiar with the details say.

AVIC, with more than 400,000 employees and 200 subsidiaries including 20 listed companies, has already set aside about 10 billion yuan of its own funds for jet engine development over the next three years.

The engine financing plan is under high-level discussion in Beijing, said Zhao Yuxing, an official at the securities office of Shanghai-listed Xi'an Aero-Engine Plc, a key military engine-making unit of AVIC. "What we know is our company has been included in the strategic program, which is designed to greatly develop and support the engine industry," he said by phone from his company's headquarters in the northwestern city of Xi'an.

China's military industry as a whole has suffered from Tiananmen-era bans on the sale of military equipment from the United States and Europe. Moreover, foreign engine-makers have been loath to transfer technology. That has prevented China from taking its usual route to closing a technology gap: copying it.

Some Chinese aviation industry specialists forecast that Beijing will eventually spend up to 300 billion yuan ($49 billion) on jet engine development over the next two decades.

"China's aircraft engines have obviously been under-invested," said Wang Tianyi, a defense sector analyst with Shanghai's Orient Securities. "One hundred billion yuan is not a huge amount of money in the engine world."

JEALOUSLY GUARDED SECRETS

While AVIC's long term priority is to develop high performance engines for military aircraft, it is also trying to design power plants for passenger aircraft in the world's fastest growing civil aviation market. Based on projected demand from Western aircraft manufacturers, engines for new passenger aircraft delivered in China could be worth more than $100 billion over the next 20 years.

"Historically, all major players in aerospace have possessed both airframe and engine design capabilities," said Carlo Kopp, the Melbourne, Australia-based founder of Air Power Australia, an independent military aviation think tank. "Until China can design and produce competitive engines, the performance and capabilities of Chinese aircraft designs will be seriously limited by what technology they are permitted to import."

For China's aviation engineers, the traditional short cuts of extracting intellectual property from foreign joint venture partners or simply copying technology from abroad have so far delivered minimal results.

Foreign engine manufacturers including General Electric, Snecma, a subsidiary of French aerospace group Safran, Rolls Royce Plc and Pratt & Whitney - a unit of United Technology Corp, jealously guard their industrial secrets, limiting the transfer of know-how and opportunities for intellectual property theft.

However, China may be poised to win access to technology from an expanding range of commercial aviation joint ventures with these companies. China's ability to develop engines for passenger aircraft could have considerable potential for technology transfer to the military, experts say.

THE BOTTLENECK IN ENGINES

Under AVIC's plan, fragmented engine research and development would be consolidated to minimize competition and duplication of effort.

A legacy of Maoist-era dispersal of defense industries, engine research institutes and aerospace manufacturing companies are scattered about the country in cities including Shenyang, Xi'an, Shanghai, Chengdu and Anshun.

AVIC plans to inject its major engine related businesses into Xi'an Aero- Engine as part of this consolidation, the listed company said in its 2011 annual report. "There is widespread consensus that engines have become a bottleneck constraining the development of China's aviation industry," the report said.

China faces a daunting challenge. Only a handful of companies in the United States, Europe and Russia have mastered this expertise.

"Modern jet engine technology is like an industrial revolution in power," said Andrei Chang, a Hong Kong-based analyst of the Chinese military and editor of Kanwa Asian Defence Magazine. "Europe, the U.S. and Russia have hundreds of years of combined experience, but China has only been working on this for 30 years."

Established manufacturers have labored on research and development since the 1950s to build safe and reliable engines with thousands of components that function under extremes of temperature and pressure. This involves state-of-the-art technologies in design, machining, casting, composite materials, exotic alloys, electronic performance monitoring and quality control.

Since then, the big players have collected vast stores of performance and operational data from existing engines that gives them a head start in designing new versions with improved fuel efficiency and reliability that airlines now demand. And, for commercial engines, all of the design and manufacturing processes must be carefully coordinated and exhaustively documented to satisfy aviation certification authorities.

"The reason so few can do it is because it is really, really difficult," says Richard Margolis, a former regional director of Rolls Royce in northeast Asia.

High performance military jet engines are crucial to Beijing's long term plan to increase the number of frontline fighters and strike aircraft in its air force and naval aviation units. These aircraft are a key element of a long term military build-up aimed primarily at securing military dominance over Taiwan and a vast swathe of disputed maritime territory off China's east and southern coasts.

Due to the export bans on military equipment to China, Beijing has been forced to rely on imported fighters from Russia, reverse engineered copies of these Russian aircraft, and some home-grown designs. This strategy has delivered rapid results. Since 2000, China has added more than 500 advanced fighters and strike aircraft with capabilities thought to equal all but the most advanced U.S. stealth aircraft. At the same time, it has also sharply reduced the number of obsolete aircraft based on Soviet-era designs, military experts say.

MANUFACTURING PROCESS

A clear example of this progress was on display recently when a Chinese-made J-15 jet fighter practiced "touch and go" circuits on China's first aircraft carrier, the newly commissioned Liaoning. These maneuvers suggest that J-15 pilots and crews will soon master take-offs and landings from the carrier at sea.

Foreign and Chinese military experts were quick to point out that the J-15, one of China's newest military aircraft, was powered by a pair of Russian Al-31 turbofans - they power almost all of China's frontline aircraft. Reports in the Russian media say Moscow has sold more than 1,000 engines from the A1-31 family to China with further, substantial orders in the pipeline.

While Chinese engineers have been able to reverse-engineer Russian airframes, the engines have been much more difficult to copy without access to the complex manufacturing processes. AVIC subsidiary and China's lead military jet engine maker, Shenyang Liming Aero-Engine Group Corporation, has been working on a homegrown equivalent, the WS-10 Taihang, but this power plant has so far failed to meet performance targets after testing on the J-15 and other fighters, Chinese and Western military experts say.

The Chinese military is expected to introduce another 1,000 advanced fighters over the next two decades, according to Chinese defense sector analysts. However, anger over reverse engineering and wariness of China's growing military power has made Moscow reluctant to supply engines more advanced than the Al-31. Without imported or locally built versions of these engines, China will be unable to build aircraft that could compete with the latest U.S. or Russian stealth fighters, experts say.

While military jets are strategically important, the commercial market is potentially much bigger. Boeing forecasts China will need an extra 5,260 large passenger aircraft by 2031. Bombardier Inc. projects demand for business jets will reach 2,400 aircraft over the same period. With each aircraft requiring at least two engines plus spares, total demand could reach 16,000 engines with an estimated average cost of $10 million each at current prices.

China plans to compete for some of these aircraft orders with two locally built passenger aircraft, the 90-seat ARJ21 regional jet and the 150-seat C919. GE will supply engines for the ARJ21. CFM International, a joint venture between GE and France's Snecma, won the contract to develop new engines for the C919. Some of these engines will be assembled at joint ventures in China.

Despite the intensified research effort and potential for technology transfer from these ventures, some experts say foreign engines will continue to rule the skies in China. "This won't change for 10 or 15 years," says Chang from Kanwa Asian Defence Magazine.

Q: Some 20 or so years ago there was a cake mix for a chocolate cake with a coconut filling. It was very good but apparently it was discontinued. Do you know of a coconut filling I could make to use with a regular chocolate box mix?

A: I can't imagine why those cake mixes disappeared. I hear at least a couple of times a year about Tunnel of Fudge, a Pillsbury Bake-Off recipe that morphed into a cake mix. The coconut filling was one of the variations. My sister gave me the shortcut recipe here, which is much easier than most I've seen.

COCONUT 'TUNNEL' BUNDT CAKE FILLING

3 cups flaked coconut

1 (14-ounce) can sweetened condensed milk

1 teaspoon vanilla

1/4 teaspoon almond extract

Place all ingredients in a bowl and mix well. Makes about 3 1/4 cups, enough to fill one standard-size cake.

To make a tunnel cake: Mix a dark chocolate cake mix using the pound-cake directions on the package. Pour half the batter into a Bundt or tube pan. Spoon the coconut filling onto the batter, leaving batter on both the inside and outside of the filling. Carefully pour on the remaining cake batter. Bake as directed for a pound cake. Makes 16 servings.

Per serving (filling only): 96 calories (49 percent from fat), 5.5 g fat (4.6 g saturated, 0.4 g monounsaturated), 3.2 mg cholesterol, 1.2 g protein, 11.2 g carbohydrates, 0.6 g fiber, 15 mg sodium.

Q: I am wondering if anyone knows a snack from Colombia, something like Cuban tostones, that is made with green plantains, red beans and queso.

A: I did not know this dish, but found a recipe that fits the description in "The Healthy Voyager's Global Kitchen" by Carolyn Scott-Hamilton (Fair Winds, $19.99). This is a wonderful snack or main dish, and I'm glad you sent the request.

The cookbook is a fun one, with beyond-tofu vegetarian recipes from around the world. I haven't been disappointed by any of the recipes, and the lo mein has become a go-to recipe when I need a quick meal. You can hasten the recipe here by substituting a 15-ounce can of red beans for the dried.

PATACON PISAO

1/2 cup dried red beans

1 bay leaf

1/4 cup olive oil

1 large white onion, diced

4 garlic cloves, chopped

1 1/2 tablespoons ground cumin

4 tablespoons dried oregano

1/4 cup tomato paste

1 tablespoon lemon juice

4 green plantains

1/4 cup high-heat oil, such as safflower

1 cup shredded Monterey Jack cheese

Fresh cilantro and lemon wedges for garnish

Place the beans and bay leaf in a pot with enough water to cover. Bring to a boil, reduce heat to a simmer and cook until tender, about 1 hour. Drain.

Heat the olive oil in a skillet and saute the onion and garlic until translucent, 3 to 5 minutes. Add the cumin and oregano; cook for 2 minutes longer. Add the tomato paste, lemon juice and cooked beans. Transfer to a food processor and puree.

Blanch the plantains until they turn brown-black. Cool and peel. Cut into 1- to 1 1/2-inch slices. Heat the oil in a skillet over high heat and fry the plantain slices until tender, about 5 minutes, being careful not to burn.

One by one, place slices between two sheets of plastic wrap and roll with a rolling pin to a \-inch thickness to create a plantain patty (or use the heel of your hand to smash it down). Return to the pan and cook for 3 minutes on each side, until edges are crisp, being careful not to burn.

Spread patties with bean puree, sprinkle with cheese and serve with cilantro and lemon wedges for garnish. Makes 6 servings.

Per serving: 380 calories (34 percent from fat), 15.8 g fat (4.8 g saturated, 5.7 g monounsaturated), 17 mg cholesterol, 10.8 g protein, 54 g carbohydrates, 7.8 g fiber, 156 mg sodium.

STEAK AND BLUE CHEESE

Maria Teresa Vicaria asked for help finding a recipe her husband loved for "meat medallions with blue cheese" that she had clipped from my column years ago. I didn't remember it, but luckily, Jessie P. did.

"It is expensive to make, so is our 'go-to' recipe for birthdays and other special occasions. I've been making it since I clipped it from your column years and years ago. I am always asked for the recipe," she wrote.

The original recipe came from the Redstone American Grill in Minnetonka, Minn.

BLUE-CHEESE-CRUSTED STEAKS WITH RED WINE SAUCE

4 tablespoons (1/2 stick) butter

3 garlic cloves, chopped

1 large shallot, chopped

1 tablespoon chopped fresh thyme

3/4 cup low-salt beef broth

1/2 cup dry red wine

1/2 cup coarsely crumbled blue cheese (about 2 ounces)

1/4 cup panko (Japanese bread crumbs)

1 tablespoon chopped fresh parsley

4 (1-inch-thick) filet mignon steaks (1 1/2 to 2 pounds total)

Melt 1 tablespoon butter in a heavy skillet over medium-high heat. Saute the garlic, shallot and thyme about 5 minutes. Add broth and wine. Boil until sauce is reduced to 1/2 cup, about 12 minutes. Set aside.

With a fork, stir together cheese, crumbs and parsley. Heat broiler.

Melt 2 tablespoons butter in a large, heavy skillet over medium-high heat. Season steaks with salt and pepper. Fry to desired doneness, about 5 minutes per side for medium-rare.

Transfer steaks to rimmed baking sheet. Press cheese mixture onto top. Broil until cheese browns, about 2 minutes. Transfer steaks to plates. Pour sauce into skillet and bring to a boil, scraping up browned bits. Boil 2 minutes. Whisk in remaining 1 tablespoon butter. Season with salt and pepper. Spoon sauce around steaks and serve. Makes 4 servings.

Per serving: 473 calories (47 percent from fat), 24.2 g fat (11.3 g saturated, 9.8 g monounsaturated), 165.9 mg cholesterol, 48.5 g protein, 8.1 g carbohydrates, 0.5 g fiber, 515.9 mg sodium.

The Bakery Affair: A Sociological Perspective | Opinion Maker

Ibn Khaldun, the 14th?century Arab historian and sociologist, wrote extensively on the concept of sociological development within a state apparatus and its intrinsic relationship with good governance. In essence, Khaldun?s thesis was that without the process of sociological progress at all levels of society, including the relationship of the ruling class towards the masses, the possibility of managing a state?s affairs at an optimal level was nonexistent. In simple words, good governance is not possible without sociological progress in a society, most specifically the appreciation and understanding of the importance of human relations by the ruling class.

My point is that the Pakistani ruling elite, which seem oblivious to the concept of equitable social relationships and the processes governing social phenomena, cannot be temperamentally and intellectually capable of good governance. Let?s consider an incident that happened in Lahore recently: In in the aftermath of the "Bakery Affair" involving important political personalities, the public discourse and the questions raised on every street corner deserve serious consideration. Had this kind of imprudent?behavior?resulted in an altercation between ordinary citizens, its social or political dimensions would obviously have been quite different. But in this episode, the immediate family of Punjab?s?chief political manager is involved. That changes the entire nature of the incident and its political implications: Though only one socio-economically deprived person was assaulted and physically-emotionally violated, the public at large considers the said assault as a collective violation against of all of them. They maintain this incident is a symbolic reminder of their second-class citizenship status as if they are sub-humans. They feel that there exists an unbridgeable chasm between the ruling class and ordinary citizens, and our so-called democracy has?failed to narrow the gap. These public sentiments need to be dealt with with utmost seriousness.?

The questions raised in general public discourse on the said incident are not about legal issues, but concern the mindset of the ruling elite. Common citizens say they know how all of this is going to end: A compromise between the parties, withdrawal of the complaint and an out-of-court settlement. The assaulted lad will be compensated and the bakery will?continue?to do business as usual.

The public concern on this fundamental issue is: Who and what will guarantee a?transformation?of?elitist?political culture in tomorrow?s Pakistan??

Let us examine some of the views of political actors in the game. The Realists, meaning those who understand actual ground realities in the Pakistani system of governance are pro-political?establishment and support the political status quo and right wing ideology. They are the PML-N "Jialas," who proclaim that the Punjab CM has set an unprecedented example of "sound judgment" by taking legal action against a close member of the family. But the problem is that those "Jialas" are not addressing the fundamental issue: What prompted the entire incident ?and what political-sociological?factors seem to be instrumental in the making of this?episode??It seems that the "Jialas" continue to deal with?symptoms?rather than the political disease of elitist culture.

The Idealists, who support the fundamental transformation of contemporary political culture, are left-wing, have a progressive ideology, and demand the dismantling of the political status quo.? They see the CM?s legal action against the family member as a?political?charade ? meaningless, full of potholes and aimed at gaining political mileage.?

Ibn Khaldun would have considered this event as a reflection of the absence of?sociological?development at the highest echelons of power?and the failure of the ruling elite to come to grips with their inherent and fundamental drawbacks vis-?-vis public?democratic?aspirations.

Some1600 years before Ibn Khaldun, Socrates developed the dialectical method of discussion through inquiry using a series of simple questions leading to simple, logical answers. Did the Punjab CM ask himself the simple and easily-answered questions? What caused the incident? Did the CM carefully and critically watch the video clips shown on several TV talk shows? Did he analyze the body language and images on the TV screen? Did the CM diligently?scrutinize?the TV images to make a sound judgment on how the violence?inflicted?on?the?young lad affected the general?viewers?? Did the CM make a determination of behind-the-scenes factors?implicit?in the making of this incident? Did the CM advise his party "Jialas" to form educated opinions on the matter and advise him?accordingly?without fear or favor? Did the CM consider the "Jialas" comments on TV talk shows as logical and rational? ?

A reference to the 1967 Paul Newman film?Cool Hand Luke?seems relevant here. At one stage in the movie, the prison warden says to the prisoner who has revolted against prison rules: ?What we?ve got here is a failure to communicate.? What we have here in 21st?century so-called democratic Pakistan is the failure of sociological development and the absence of dialectical processes and their essentially-needed understanding at the highest cadres of the country?s ruling elite. Hence, one factor stands out vividly: The ruling elite in this country still maintain a strong, inflexible, unyielding colonial mindset that greatly differentiates them as privileged rulers apart from the lowly commoners (meaning the majority of common citizens) ? who have no right to question or ever doubt the unfettered superiority of the ruling elite.

This state of mind might be unconscious or a product of cognitive development (meaning habits and attitudes derived from upbringing). Hence, the thought process among such groups is so completely blocked that self-reflection and self-correction are not even considered as options in intellectual development. And with the advent of the age of amassing enormous wealth, designed projections in the media, and the availability of propaganda machines churning out personality cults, the wealthy-powerful ruling elite considers it beyond the realm of possibility that they could be challenged in their long-established mindsets by common people.

Without any bias or prejudice to the CM and his family?s political conduct in the ?Bakery Affair,? I personally have no judgment to offer. However, it seems that the entire handling of the matter has been flawed from the start.

Some political analysts are of the opinion that the CM should have apologized right away about the said incident and would have thereby gained political mileage.? That not being the case, the good news is that a nationwide debate focusing on examining what is wrong with our contemporary political culture and the mindset of the ruling elite has been initiated. This is a dynamic development that might fulfill a democratic norm of the dialectic process in the conduct of political affairs of the nation. Above all, it might offer a voice to common citizens and provide them relief in their day-to-day existence.

In civilized societies and nations, every conflict and issue need not always be resolved in a court of law. There is a phenomenon called sound judgment, based on honest and fair decisions, personal integrity, moral and ethical values, and the moral responsibility to admit mistakes or guilt.

On an altogether different level of political thought, I felt like putting the following on record: I have always wondered with utter amazement about Richard Nixon?s resignation from the US presidency ? after all, it was not a small personal decision. How deeply it must have hurt; the personal pain and humility involved is beyond one?s imagination. And yet, Nixon realized he had violated the nation?s fundamental values.? He took responsibility for his unlawful, unethical conduct and walked away asking his nation for forgiveness. There are lessons to be learned from Nixon?s exemplary political exit.

Perhaps, this is what Ibn Khaldun would have considered a ruling elite?s appropriate ?appreciation of sociological development.?

Could 'Cloud Atlas' clones be in our future?

A dystopian society supported by genetically modified clone workers stands out among the six stories that make up the sprawling film "Cloud Atlas." The idea may seem far-fetched because of political opposition to human cloning and genetic modification in today's world, but the science is closer than many people may think.

The "Cloud Atlas" story focuses on a genetically-engineered "fabricant" clone named Sonmi~451 who is one of millions raised in an artificial "wombtank," destined to serve from birth. Such fabricants do practically every kind of manual or service labor, work as soldiers and prostitutes, and even act as "living doll" toys for "pureblood" kids in the futuristic society of Nea So Copros ? an ultra-corporate version of a unified Korea that has grown to include much of Asia.

"Of course, any technology could be abused, but a nightmarish 'Cloud Atlas' future would not flow inexorably from the deployment of human germline genetic modification," said Kevin Smith, a bioethicist at Abertay University in the UK.

Such genetic modification of the germline ? the genetic material in eggs or sperm ? already works in some animals. Researchers have made genetically modified animals and clones such as cloned pet dogs and gene-tweaked mice tailored to sniff out landmines. By comparison, similar research in humans has focused on cloning embryos to extract embryonic stem cells that could prove medically useful.

But the reality of safe, effective genetic modification of humans seems likely to come true in the "relatively near future", Smith and his colleagues wrote in the October issue of the journal Archives of Medical Research. They also argue that the technology?s possible benefits for humanity should prevent countries from automatically passing bans or heavy restrictions on such emerging technologies.

Cloning to gene modification
The "Cloud Atlas" film, based on a novel by David Mitchell, tells the story of Sonmi~451 slowly awakening to the industrialized horror of a future society, one that treats genetically modified clones like robots that don't have feelings or deserve human rights.

"The scenario of multiple, identical copies of people is something that the media tend to latch on to, while missing [the technology's] real potential, i.e. genetic modification," Smith told TechNewsDaily. "Nevertheless, in science fiction the notion of identical clones does occur, and I cannot rule it out on technical grounds."

Modern cloning has much more modest goals. Researchers can remove the DNA from unfertilized eggs and replace it with a nucleus containing the DNA they want to clone. Scientists have used this method, called nuclear transfer, to create cloned animals such as Dolly the sheep. It represents the oldest of three scientific breakthroughs that could eventually lead to safe, effective genetic modification, Smith said. [ Quiz: Sci-Fi vs. Real Technology ]

"In terms of a relationship between cloning and genetic engineering, there is obvious overlap between the two fields," Smith explained. "Specifically, in relation to human germline genetic modification, cloning provides a powerful set of tools that, if certain technical improvements are forthcoming, could enable gene targeting [that disrupts or mutates a gene sequence]."

A second breakthrough has been the ability to make artificial eggs or sperm from stem cells, either embryonic or adult stem cells that can develop into different cell types in the human body. The third breakthrough involves "designer" recombinase molecules that have the ability to break apart and reassemble DNA strands. Each technology could eventually help scientists make genetic modifications to a living organism's genome.

Such genetic modification could someday remove the threat of genetic disorders passed from parents to children, boost genetic protection against diseases such as cancer or perhaps even boost cognitive abilities in the brains of human offspring, Smith said.

Growing in artificial wombs
The idea of genetically modified humans living healthier lives may not appease those who fear the "Cloud Atlas" vision of mass-manufactured clone workers. Luckily for them, the science fiction idea of growing humans in artificial wombs may take far longer to realize than human genetic modification.

Researchers have already tried implanting mouse embryos in a 3-D, artificial structure without success, and have kept goat fetuses alive for up to 9 days in an artificial amniotic pouch. One U.S. experiment even implanted human embryos, left over from in-vitro fertilization labs, in artificial wombs, but had to stop after six days to comply with regulations.

Still, these efforts represent a far cry from creating an artificial womb. One of the biggest challenges comes from recreating the placenta that helps transmit nutrients and oxygen from the mother to the growing human fetus. [ 10 Profound Innovations Ahead ]

"The placenta interacts both with the maternal and the fetal environment," said Pascale Chavatte-Palmer, a veterinarian who specializes in developmental biology and reproduction at the National Institute for Agricultural Research (INRA) in France. "Creating an artificial placenta would be the biggest technical challenge."

Such research on artificial wombs and "ectogenesis" remains limited because it has not received much funding, Chavatte-Palmer said in an email. She recently reviewed the state of the field in the October issue of the journal Gynecologie Obstetrique & Fertilite.

Facing the brave new world
If Smith's assessment is correct, the world will have to face the ethical and legal questions surrounding genetically modified humans and clones sooner rather than later. Smart regulations can help society avoid a "Cloud Atlas" scenario, while maintaining the potential for benefits to human health and enhancement, Smith said.

But Smith recognized that societal worries about genetic modification could present an added challenge. He pointed to the way "anti-scientific elements" in Europe have swayed public opinion against genetically modified crops, despite the huge benefits such crops could deliver.

"As technological developments make human germline genetic modification (HGGM) increasingly possible, I anticipate that these opponents of genetic modification, whom I would classify as neo-Luddites, will work even harder to capitalize upon instinctive fears ? perhaps of nightmare scenarios such as [those] described in ?Cloud Atlas' ? in order to turn public opinion against HGGM," Smith said.

In any case, a genetically modified human or clone will still have to grow in the womb of a human mother, rather than in the goo of an artificial womb. That futuristic technology will likely remain limited to stories such as "Cloud Atlas."

"I don't think it will be possible for a very, very long time," Chavatte-Palmer said.

Magnetic brain stimulation treats depression independent of sleep effect

ScienceDaily (Oct. 26, 2012) ? While powerful magnetic stimulation of the frontal lobe of the brain can alleviate symptoms of depression, those receiving the treatment did not report effects on sleep or arousal commonly seen with antidepressant medications, researchers say.

"People's sleep gets better as their depression improves, but the treatment doesn't itself cause sedation or insomnia." said Dr. Peter B. Rosenquist, Vice Chair of the Department of Psychiatry and Health Behavior at the Medical College of Georgia at Georgia Health Sciences University.

The finding resulted from a secondary analysis of a study of 301 patients at 23 sites comparing the anti-depressive effects of the Neuronetics Transcranial Magnetic Stimulation Therapy System to sham (placebo) treatment in patients resistant to antidepressant medications. TMS sessions were given for 40 minutes, five days a week for six weeks. Initial findings, published in the journal Biological Psychiatry in 2007, were the primary evidence in the Food and Drug Administration's approval of TMS for depression. The secondary review reaffirmed TMS's effectiveness in depression but revealed no differences in rates of insomnia or sleepiness among those who got actual and sham (placebo) therapy. Patients in the treatment group were also no more likely to request medication for insomnia or anxiety.

"It's important for us to understand the full range of the effects of any treatment we give," said Rosenquist, corresponding author of the study in the journal Psychiatric Research. The new findings will assuage worries of sleep-related side effects and remind physicians to remain alert to residual insomnia in depressed patients they are treating with TMS, the researchers report.

Sleep problems are a common side effect of major antidepressants: some drugs sedate patients while others stimulate them and increase insomnia. Insomnia occurs in 50-90 percent of patients with major depressive disorder. Other depressed patients complain they sleep too much. The good news is that TMS does not contribute to insomnia or oversleeping.

"One of the many bad things about depression is that often patients cannot sleep. We think it's a significant symptom," Rosenquist said. "If patients can't sleep, it really adds to their distress, and even increases the likelihood of suicide. We need antidepressant treatments that patients can tolerate so that they will stay with the treatment, which takes weeks to fully achieve. Our study adds to the evidence showing that TMS has remarkably few side effects." Patients often seek TMS as an option or adjunct to medication to avoid medication side effects.

"Mood disorders are associated with widespread structural and functional changes in the human brain, which can be reversed with successful treatment," Rosenquist said. "Clinical researchers are working to find the optimal way to restore normal brain function."

TMS targets the prefrontal cortex of the brain, involved in mood regulation as well as other higher-order functions like planning, evaluating and decision-making. In this procedure, patients sit in a recliner and receive brief pulses of a MRI strength magnet held against the front of the head. The magnetic energy of TMS causes the brain cells closest to the surface of the brain to increase their activity which in turn influences the activity of the brain as a whole.

Major Depressive Disorder affects approximately 14.8 million, or about 6.7 percent of American adults in a given year, according to the National Institute of Mental Health. It's the leading cause of disability in ages 15 to 44. Despite the numbers, Rosenquist concedes that it's not clear what causes depression or exactly how antidepressants and other therapies, such as TMS, work. "It's an important puzzle and the work continues. We are excited to be a part of this effort at Georgia Health Sciences University."
