Annan seeks Iran, Iraq help in ending Syria crisis

Kofi Annan warned on Tuesday that Syria's deadly conflict could spread across the region as he held talks in Iran and Iraq aimed at shoring up support for his tattered peace plan.

A day after meeting President Bashar al-Assad in Damascus, the UN-Arab League peace envoy had talks in Tehran and Baghdad amid new bloodshed in Syria where more than 17,000 people have reportedly been killed since March 2011.

In Tehran he stressed that the Islamic republic, Syria's staunchest regional ally, has a key role to play, and also sought help from Iraq, another neighbour of Syria.

"Iran can play a positive role," Annan said after meeting Iranian Foreign Minister Ali Akbar Salehi.

"There is a risk that the situation in Syria gets out of hand and spreads to the region," Annan told a joint news conference with Salehi, who hailed the envoy's "neutrality" and reiterated Iranian support for his mission.

Annan then flew to Baghdad where, he said, he had "very good discussions" with Prime Minister Nuri al-Maliki on Syria and later told reporters he would brief the UN Security Council on Wednesday.

"And I'm sure the council will take appropriate action, including the future of UNSMIS, the monitors on the ground, as their mandate comes up on the 21st of July," Annan said of unarmed UN observers deployed in Syria.

The 300-strong UN Supervision Mission in Syria was suspended in mid-June because of intense violence.

The former UN chief's Middle East trip follows a meeting of world powers in Geneva late last month -- to which Iran was not invited -- to salvage his peace initiative.

A plan was agreed in Geneva for a political transition in Syria, which did not make an explicit call for Assad to quit, although the West and the opposition made clear they saw no role for him in a unity government.

After meeting Assad on Monday, the former UN chief said he had agreed with him on a new political "approach" to ending the crisis in Syria that he would put to the rebels.

"We discussed the need to end the violence and ways and means of doing so. We agreed an approach which I will share with the armed opposition," he said.

Deadly violence showed no sign no abating on Tuesday.

The army rained shells down on the rebel-held central town of Rastan as violence killed at least 16 people nationwide, the Syrian Observatory for Human Rights said.

"We have many wounded, and there are no doctors here, only two dentists. We can't do anything for the wounded. It's tragic," an activist in Rastan told AFP via Skype.

Of those killed on Tuesday, eight were civilians, four were soldiers and four were rebels, the Observatory said, noting that 98 people were killed on Monday, including 34 soldiers.

Russia said on Tuesday that it wanted to host a new meeting of foreign powers on the Syria crisis but stressed that the talks should not decide Assad's fate.

Deputy Foreign Minister Mikhail Bogdanov also said the attempt in Geneva to save Annan's peace plan needed to be continued with the involvement of countries such as Iran, which both Washington and European powers strongly oppose.

But the opposition Syrian National Council (SNC) said its priority was to "work for the fall of the Assad regime and all its symbols," insisting there could be no political transition until the embattled president's departure.

The opposition coalition's new leader, Abdel Basset Sayda, is due in Moscow on Wednesday at the foreign ministry's invitation, the SNC said.

Annan admitted in remarks published by French newspaper Le Monde ahead of his Damascus trip that his peace blueprint has so far foundered.

He has previously expressed frustration that while Moscow and Iran are mentioned by some as stumbling blocks to peace, "little is said about other countries which send arms, money, and have a presence on the ground."

Russia is sending a flotilla of six warships to its naval base at Syria's port of Tartus, the Interfax news agency reported on Tuesday, citing a military source.

The source said the flotilla's deployment would last until the end of September and "was not linked to the escalation of the situation in Syria."

Moscow arms export officials said on Monday that Russia will not supply new weapons to Syria while fighting there continues, while stressing that old contracts would be fulfilled.

Lebanon, meanwhile, began reinforcing its border with Syria following a series of deadly attacks, a military spokesman said in Beirut on Tuesday.

Syrian troops and armed men traded gunfire overnight in the border area and shells fell inside Lebanon, wounding civilians, the army said, just two days after border clashes killed two girls.

Syrian state news agency SANA confirmed the violence and said troops foiled attempts by "armed terrorist groups" to infiltrate from Lebanon during the night.

Meanwhile in Jordan, the international aid group Medecins du Monde (Doctors of the World) announced it will open a medical centre on Sunday in the border town of Ramtha to help treat tens of thousands of Syrian refugees.

Defiant Egypt parliament meets amid legal crisis

Egypt's dissolved parliament convened on Tuesday in defiance of the powerful military and the judiciary as a constitutional crisis raged over a presidential decree reinstating the Islamist-led assembly.

"We are gathered today to review the court rulings, the ruling of the Supreme Constitutional Court," which ordered the house invalid, speaker Saad al-Katatni said.

"I want to stress, we are not contradicting the ruling, but looking at a mechanism for the implementation of the ruling of the respected court. There is no other agenda today," he added.

Last month, the Supreme Constitutional Court said certain articles in the law governing the parliamentary elections were invalid, annulling the house.

The military, which ruled Egypt after Hosni Mubarak was ousted in last year's popular uprising, then dissolved the house and took legislative control using a document granting the Supreme Council of the Armed Forces (SCAF) sweeping powers.

But on Sunday, just eight days after taking office, President Mohamed Morsi, a former member of the powerful Muslim Brotherhood, ordered the lower house to reconvene.

His move highlighted the power struggle between the president and the SCAF, after the constitutional declaration issued by the military basically defanged the post of president.

Morsi's decree was hailed by those who want to see the army return to barracks, but it was criticised by those who fear an Islamist monopolisation of power as a "constitutional coup."

Katatni said parliament had referred the case invalidating the house to the Court of Cassation, while the Supreme Constitutional Court was looking into cases put forward to annul Morsi's decree.

Hundreds of people gathered in Cairo's Tahrir Square, hub of the revolution, to chant their support for Morsi's decision and chant "Down with the military," while those opposing the decree protested outside the presidential palace.

The tension prompted US Secretary of State Hillary Clinton to call for negotiations.

"We urge that there be intensive dialogue among all of the stakeholders in order to ensure that there is clear path for them to be following," she said at a news conference in Vietnam.

The Egyptian people should "get what they protested for and what they voted for, which is a fully elected government making the decisions for the country going forward," she added.

Clinton is due in Egypt on July 14 to express American support for the process of democratic transition there.

Islamist parties, including the Brotherhood's Freedom and Justice Party, which Morsi headed before becoming president, and Salafist parties attended Tuesday's parliamentary session.

But several MPs from liberal and leftist parties boycotted the gathering.

Katatni insisted during a brief opening statement aired live on television that the house "respects the law and judicial rulings."

On Monday, the Supreme Constitutional Court rejected Morsi's decree, saying that all of its rulings were binding.

"All the rulings and decisions of the Supreme Constitutional Court are final and not subject to appeal ... and are binding for all state institutions," it said.

The court stressed that it was "not a part of any political conflict ... but the limit of its sacred duty is the protection of the texts of the constitution."

Several groups and politicians had criticised the court's June ruling as politically motivated.

The SCAF backed the court on Monday, saying the rule of law must be upheld.

It underlined the "importance of the constitution in light of the latest developments," the official MENA news agency reported.

Islamists scored a crushing victory in three-stage parliamentary elections held from November, with the Muslim Brotherhood heading the lower house.

The dissolution of parliament took place just a day before the second round of presidential elections that saw Morsi become Egypt's first democratically chosen head of state.

Instead of being sworn in before parliament, the 60-year-old Morsi took the oath on June 30 before the constitutional court.

The presidency insisted on Monday that Morsi's decree "neither contradicts nor contravenes the ruling by the constitutional court."

The ruling does not need to be implemented immediately, said presidential spokesman Yasser Ali, arguing that the decision "takes into account the higher interest of the state and the people."

Washington lavishly supported Mubarak during his 30 years in power, but analysts say US officials will now have to work with multiple centres of power -- including a military seen as restricting Morsi's room for manoeuvre.

German Foreign Minister Guido Westerwelle said on a visit to Cairo that he was confident Egypt would resolve its growing power struggle.

"I have the impression that a solution can be found," Westerwelle told reporters.

"There is still no guarantee that the way towards democracy will be successful but we want to do what we can to ensure that it succeeds.

"The newly elected, first democratic president assured me that he does not aim to question the decision of the constitutional court but that this is rather about how to organise the ruling's implementation," he added.

We've been generally unimpressed with the latest round of basic point-and-shoots, including those from Samsung's mid-range Smart series, but we do tend to take heed whenever a manufacturer opts to focus on optics rather than bumping up the megapixel count to boost sticker appeal. Compared to sub-$200 shooters, there's a fairly limited market for $549 pocketable models -- a price point that often prompts would-be owners to dig beyond superficial specs in search of full manual control, solid high-ISO performance, fast focusing and a lens that enables both low-light shooting and shallow depth of field. Samsung's EX2F appears to fit the bill, offering a 12.4-megapixel 1/1.7-inch CMOS sensor, a top extended ISO setting of 12,800, a 3-inch VGA-res AMOLED display and -- the crown jewel -- an f/1.4-2.7, 24-79mm lens. That optic delivers an additional stop of sensitivity over the EX2F's predecessor, the two-year-old TL500. Other advantages include a lighter magnesium alloy body, an NX power pin-enabled hot shoe for adding an external mic or flash, and a new micro-USB trigger cable.

Though the NX2F was noticeably lighter than the 2010 model during our hands-on, it retains much of the TL500's heft -- at least from a size perspective. The camera's footprint makes it too bulky to slip in a pocket, as we were able to do with the Sony RX100, though the flip-out AMOLED display is certainly a welcome addition. An NX-like smart UI mode enables instant access to key settings, as do the dual control dials, which let you adjust shooting modes (on the right) and capture speed (on the left). There's also a new in-camera HDR mode which merges two back-to-back shots (one underexposed and the other overexposed) in order to retain additional shadow and highlight detail. The camera was quite responsive during a quick shoot earlier today, powering on, focusing and capturing an image quickly. We'll need to spend much more time snapping outside of an office environment before passing any formal judgement, but it's easy to see the appeal of such of device -- and the advantage over less-abled point-and-shoots.
