Spanish poet wins Cervantes literature prize

(AP) ? Spanish poet and essayist Jose Manuel Caballero Bonald has won the 2012 Cervantes Prize, the Spanish-speaking world's highest literary honor.

Education Minister Jose Ignacio Wert said Thursday the 86-year-old was chosen for the contribution his life-long work has made to enriching Spanish-language literature.

The ?125,000 ($167,000) prize generally alternates between Spanish and Latin American writers. Last year, it went to Chilean poet Nicanor Parra.

First handed out in 1976, previous winners include Carlos Fuentes of Mexico, and Nobel prize winners Mario Vargas Llosa of Peru and Spain's late Camilo Jose Cela.

Senator writes Myanmar leader over seized cargo

WASHINGTON (AP) ? A Republican senator is asking Myanmar's president for answers over the reported seizure of a ship's cargo bound for Myanmar with potential nuclear uses.

Japan's Asahi Shimbun newspaper reported North Korea tried to ship materials suitable for uranium enrichment or missile development to Myanmar via China. It said Japanese authorities seized metal pipes and high-specification aluminum alloy at U.S. request when the ship docked in Tokyo in August.

Sen. Richard Lugar, a leading voice in Congress on nonproliferation, wrote Tuesday to Myanmar's President Thein Sein, urging him to disclose the intended recipient of the materials and their planned use. The Associated Press obtained a copy of the letter Thursday.

The reported seizure heightens concern over whether Myanmar is making good on promises to sever military ties with North Korea, believed to have assisted Myanmar in ballistic missile technology. Myanmar denies having sought nuclear assistance.

Lugar commended reformist leader Thein Sein for recently agreeing to sign up an international agreement that would allow greater U.N. scrutiny of any nuclear activities.

He said the reported Japanese seizure also provided an opportunity for the Myanmar government to demonstrate transparency.

"Peace and stability within ASEAN are potentially impacted by the intended purpose of the ship's cargo," Lugar wrote. ASEAN is Southeast Asia's regional bloc and Myanmar is a member.

Thein Sein has ushered in democratic reforms after decades of direct military rule, helping end the nation's international isolation. Earlier this month, Barack Obama became the first U.S. president to visit the country, also known as Burma.

FIRST and foremost, this author would like to apologize to our dear readers and friends for the delay of the appearance of this article, which for all the high-tech advantages of computers and gadgets, got lost in transit. At any rate, it is our fervent hope that the delay has not at all, diminished the enthusiasm and interest of our beloved women of menopausal age, including their anxious husbands.

Our health columnist-colleague Ms. Sara T. Poumerol says that doctors prescribe HRT for two major reasons; relief of menopausal complaints, in which treatment is given for two to three years and then tapered off; and/or protection against osteoporosis and other long term ailments. Women have a variety of treatments from which to choose.

Women who have had hysterectomy (removal of the uterus) together with her two ovaries are often given estrogen therapy. Otherwise, most women use a combination of two hormones (estrogen and progesterone) to counter the negative effect of estrogen on the uterus. Relief of urogental signs and symptoms is also available in estrogen vaginal suppositories, cream and the so-called vaginal ring.

Today, doctors and psychologists as well as marriage counselors understand the more complex nature of the maintenance of libido (sexual urge and desire) of women, even in their menopausal stage. Female sexual urges, as well as the male libido is activated by male sex hormones or androgens. Women naturally produce androgens during their 20s and 30s ? more than their output of estrogens. A new formulation that combines male and female hormones (estrogen-androgen combination) replaces the lost androgens in menopausal women providinga big boostto their sexual drive and a significant improvement in their mood and energy level, thus improving their quality of life. Also, as compared to estrogen alone, the estrogen-androgen combinationmay better protect against ospteoporosis because androgens are important for maintaining bone density.

Some researchers have shown that when taken for over five years, HRT might boost a woman?s chance of getting breast cancer by 30 to 40%. The data so far are not compelling nor consistent for a strong link between HRT and breast cancer. At that time, the medical world recommended against prescribing conventional HRT for women at high risk for breast cancer (if she has a mother, sister or daughter with premenopausal breast cancer.

Nowadays, the thinking and the attitude has changed. Many medical societies have discovered that based on experience and research, the benefits of HRT greatly outweighed the risks, unless the woman has two family relatives with breast cancer. Besides, some researchers believe that estrogen may actually benefit women who have already survivedbreast cancer.

As a personal rejoinder, this author strongly advise every woman, of menopuasal vintage, to consult their family physician and make informed co decisions before their consent is given to undergo hormone replacement therapy.

URI, IAA Archaeologists Discover Shipwrecks, Ancient Harbor on Coast of Israel

The discoveries were presented on November 15 and 17 in Chicago at the annual meeting of the American Schools of Oriental Research by URI assistant professors Bridget Buxton and William Krieger on behalf of the Israel Coast Exploration project.

According to Buxton, three of the four well-preserved shipwrecks found off the coast south of Akko were first detected using a sub-bottom profiler in 2011. Later, storms stripped off several meters of inshore sediments and temporarily revealed the wrecks, as well as an additional large vessel. The wrecks are now reburied.

During the brief time the shipwrecks were exposed, the Israel Antiquities Authority investigated one of them: a 32 meter vessel which still preserved its brass gudgeon (rudder socket) and many small artifacts, such as plates, a candlestick, and even a cooking pot with bones in it. Laboratory analyses completed this summer by the IAA revealed that the ship's wood came from Turkey. The team believes these ships may have belonged to the Egyptian navy under Admiral Osman Nurredin Bey, whose ships were severely damaged in his attempt to capture Akko in the Egyptian-Ottoman War of 1831. The town eventually fell to Egyptian land forces under Ibrahim Pasha in 1832.

"These ships have occasionally been exposed and buried again by storms since we found them," Buxton said. "We're in a race against time to find other ships in the area and learn from them before storms totally dislodge or destroy them."

Although shipwrecks from the 1800s are not the highest priorities in a region where civilization goes back thousands of years, Buxton is excited by the discovery for what it tells her about where much older ships may be found.

"Like many underwater archaeologists I'm very interested in finding a well-preserved example of an ancient multi-decked warship from the Hellenistic age," said Buxton. "These ships were incredible pieces of technology, but we don't know much about their design because no hulls have been found. However, a combination of unusual environmental and historical factors leads us to believe we have a chance of finding the remains of one of these ships off the northern coast of Israel."

Buxton believes that the ships they are looking for are likely buried in the coastal sediment, which has built up over the centuries through natural processes. However, time is not on their side. "That protective silt is now being stripped away," she said. "And it's being stripped away a lot faster than it was originally dumped, by a combination of development, environmental changes, and the effects of the Aswan Dam." The Nile River has historically deposited large quantities of silt in the area, but the dam has significantly reduced the flow of silt.

The archaeologists found the ships and another early modern vessel within Akko's modern harbor while testing their equipment in preparation for an ongoing survey out in deeper water. The sub-bottom profiler detects anomalies below the sea floor. "It's the gift that keeps on giving," Buxton said. "We found so many targets to explore that we didn't have time to check all of them, but even just having information about where things are helps Koby (Jacob Sharvit, director of the IAA Maritime Antiquities Unit) know where to look after any big storms."

One line of buried targets detected off the southern seawall of old Akko is particularly suggestive. Continuing excavations in this area over the summer revealed an alignment between these targets and a newly-discovered slipway and shipshed structure, which continued out under the sea floor 25 meters from the Ottoman city wall. The feature resembles other naval shipsheds found in places such as Athens where they were used to haul up ancient warships. The excavation project was initially undertaken to strengthen the eroding sea wall, but it also revealed Hellenistic masonry, pottery vessels, an ancient mooring stone, and a stone quay 1.3 meters below the modern sea level. The possibility that much more of the Hellenistic port lies well-preserved under the sea floor is exciting for the archaeologists, because it means that shipwrecks from earlier centuries that have so far not been found at Akko may simply be buried deeper down in the sediment.

"We've got fragmentary historic records for this area in the Hellenistic period, and now we've found a very important feature from the ancient harbor. Ancient shipwrecks are another piece of the puzzle that will help us to rewrite the story of this region at a critical time in Mediterranean history," she said.

Located on the northern coast of Israel, the UNESCO World Heritage Site of Akko is one of the few cities in the Mediterranean with more than 5,000 years of maritime history. Also known as Acre, Ake and Ptolemais, its port was an important waypoint for the Phoenicians, Romans, Crusaders, Ottomans and other ancient maritime empires. In the Hellenistic period, it was bitterly fought over by the rival empires of Egypt and Syria.

"Understanding the history and archaeology of Akko's port is crucial to understanding the broader issues of maritime connectivity and the great power struggles that defined the history of the Eastern Mediterranean during the Hellenistic Age," Buxton said.

Paige Jones, Rob Whitley, Jordan Hardcastle and Luke Evans who are second year Economics A level learners at Yale College, have taken part in the Bank of England Interest Rate Challenge. The competition is a unique opportunity for students to develop and demonstrate their understanding of economic policy.

Advocated by Governor of The Bank of England, Mervyn King, participating teams from schools and colleges are challenged to become policy makers and set monetary policy for the UK economy. Using analytical skills, the team of four make difficult judgements about the course of the economy and the outlook for inflation ? just like the Monetary Policy Committee.

Tutors, Glenda Miller and Jane Fellows are delighted with the progress of their dedicated students who will face fierce competition at the area final on Tuesday 27th November in Capenhurst.

Home prices rise again as housing recovery continues

NEW YORK -?Single-family home prices rose in September for an eighth straight month in a further sign that the housing market is on the mend, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 0.4 percent in September on a seasonally adjusted basis, in line with economists' forecasts.

The index's eighth month of gains on a seasonally adjusted basis is the longest since prices bounced in 2009 after the government unleashed stimulus measures following the market's collapse the previous year.

"This is the positive trend that prices have been on for the past year. The housing sector continues to recover," said Peter Hooper, global chief economist at Deutsche Bank.

Prices in the 20 cities rose 3.0 percent year over year, just topping expectations for a rise of 2.9 percent.

"In September's report all three headline composites and 17 of the 20 cities gained over their levels of a year ago," David Blitzer, chairman of the index committee at Standard & Poor's, said in a statement.?

Europe sees US debt crisis as dire as its own

Now it?s Europe?s turn to worry about U.S. economy.

American officials have been wringing their hands for the past two years about the heavy burden of government debt piling up in Europe. On Tuesday, Europe?s Organization for Economic Co-operation and Development warned that the U.S. "fiscal cliff" threatens prospects for the eurozone?s economic recovery.

?We?re talking here about the medium and long-term viability of the United States economy,? OECD Secretary General Angel Gurria told CNBC. ?Not only to avoid the fiscal cliff but then get to a moment where (U.S.) debt stops rising and the debt to GDP starts coming down to an area where we call all breathe more comfortably.?

In its latest Economic Outlook, the influential Paris-based think tank said that?with the eurozone?s economy already headed in reverse, the United States faces the same fate if lawmakers fail to agree a deal to avoid a combination of tax hikes and budget cuts that will otherwise take effect next year.

?The US ?fiscal cliff,' if it materializes, could tip an already weak economy into recession, while failure to solve the euro-area crisis could lead to a major financial shock and global downturn,? Gurria told reporters in Paris.

Even if a deal is reached, the OECD joined other forecasters calling for a continued global economic slowdown in 2013. For the U.S., that means expansion of just 2.0 percent, versus the OECD's 2.6 percent forecast in May.

The eurozone economy is expected to shrink by 0.4 percent this year and another 0.1 percent next year, before recovering at a weak 1.3 percent growth rate in 2014, the forecasters said.

Negotiations in Washington continued this week on a broad range of alternatives to the current budget law, which would impose roughly half a billion dollars in government spending cuts and tax increases starting Jan. 1. Uncertainty over the outcome has depressed hiring and investment by businesses, some economists say.

On Monday, White House economists estimated that the budget measure, unless altered or postponed, would carve some $200 billion out of consumer spending, which accounts for about two thirds of the U.S. economy. Together with deep cuts in government spending, the package would wipe out the current weaker recovery and shrink the U.S. economy by about 0.5 percent in 2013, according to the non-partisan Congressional Budget Office.

Congress and the White House have been deadlocked on solutions since the law was enacted after a bitter battle in July 2011 over increasing the government?s legal borrowing authority. Though President Barack?Obama and Republican leaders have made conciliatory comments since the November election, there has been little in the way of concessions needed to reach a compromise.

Most observers believe that the worst of the tax hikes will be avoided ? if only because they would be so politically unpopular. The so-called Alternative Minimum Tax, for example, would ensnare some 28 million households with new taxes next year unless Congress once again agrees to a ?patch.?

But broad compromise on reforming the thicket of deductions, exemptions and other breaks in the tax code, along with restructuring the massive Medicare and Social Security entitlement programs, will be much harder to pull off.

?I think it is a romantic hope that to believe that these politicians can agree to a grand bargain that will fundamentally fix our budget deficit issue,? said Richard Hoey, chief economist at BNY Mellon. ? I think that is totally unrealistic.?

That kind of sweeping fundamental reform has eluded European governments for years.

On Monday, facing the latest precipice in their two-year saga trying to head off a Greek debt default, European leaders hammered out yet another bailout package that calls on the Greek government to pare down its debt in the coming decade.

But while the latest plan appeared to buy more time, the threat of the longer-term crisis remains.

?Athens? cash reserves must be down to vapors,? said Carl Weinberg, chief economist at High Frequency Economics. ?Any interruption in implementation of this scheme could cause an ugly default, with little or no warning.?

The details of the latest ?solution? are murky, and the plan still faces opposition from both individual eurozone governments and potential legal challenges.

Terms of a proposed buyback of Greek debt that would leave some bond holders with losses haven?t been worked out. And the 44 billion euro ($53 billion) bailout payments over the next two months will be made in stages ? with each new payment conditioned on Athens meeting milestones called for by its European benefactors.?

The longer term solution to Europe's debt crisis is even murkier - a possible portent of what U.S. lawmakers face if they can't work out a broad tax and spending compromise soon.?

Pricing Your Penthouse ? Toronto Real Estate Property Sales ...

What?s the difference between ?being greedy? and ?being smart? when pricing your luxury condo?

It?s a fine line, but it all depends on whether your actions resulted in an actual sale?

You all know that I can?t divulge the names or addresses of properties I talk about in my blog, right?

As Realtors, we?re not allowed to ?disparage a competitor?s listing,? so providing the address of a property and then proceeding to tear it to pieces would land me in some hot water!

Well sometimes, I just wish I could!? The following story would be so much better if you knew which building I was talking about!

I was browsing penthouse listings on Sunday night, and I came across a downtown penthouse in a 2-year-old building that I don?t really like.? The building, that is; I don?t like the building, but who wouldn?t like the unit itself?

I?m not a fan of this building because it?s ?nothing special.?? It?s just another condo, and because it?s located next to a so-called ?luxury? hotel/condominium, people believe this building to be a notch below luxury itself, even though it?s nothing of the sort.

The penthouse in question was first listed in May of 2012 for $2,340,000, and was on the market for four months with no price reduction.

Guess how big the unit was?? I mean, for $2,340,000, what would you expect?? 4,000 square feet?? At least 3,000, right?

Nope ? only 2,398 square feet, meaning this unit was priced at just under $1,000 per square foot.

Again, I must specify that this is NOT a luxury building.? Not even close.? Just because this building is next to a luxury condominium does not make it luxury itself.

Since when is $1,000 per square foot reasonable?? When did this happen?? Was I asleep?? I used to think that $500 ? $600 was fair, give or take, and anything above this was expensive.? But $1,000?? For what?? It?s not like there?s a brand name attached to this building, or are there any superstar amenities and features like a cute dog that puts a mint on your pillow every night.

In any event, the unit was re-listed for $2,190,000, representing a $150,000 reduction in price.? However, they removed a $50,000 parking spot from the listing, and this was after the high-end condo market began to cool, so in my opinion, the unit wasn?t really reduced in price at all!

Even at the ?new and improved? price of $2,190,000, this still represented $876 per square foot.

Don?t get me wrong ? the condo is gorgeous, but where is the logic in this pricing?

After seeing the unit on MLS on Sunday night, a question popped into my head; one that should have been asked a long, long time ago: ?What did the seller pay for the unit??

The seller had the unit on the market now for six months, with no sale, and his price reduction was in line with a cooling high-end condo market.? It seemed to me like he wasn?t trying hard to move the property, so I began thinking that perhaps the seller was having trouble making money.

It?s not uncommon for a seller to defy logic and reason in the face of mounting losses.

So I went into Land Registry and dug up the unit, expecting to see that the seller had paid $2,000,000 or something along those lines.

Can you guess where this story is going?

The seller whose unit has been on the market for six months with virtually zero price reduction did NOT pay $2,000,000 for this unit.

Not even close.

Nope, the seller paid $1,037,000, and likely did so in 2009 as the property closed in mid-2011.

Can you believe it?

I?m a capitalist, and I love the color, smell, and feel of money as much as the next person, but I?ll never make a business decision based on greed.

There?s no other way to explain this one.

Imagine paying just over a million-bucks for a condo, and pricing it three years later at $2,340,000?

I soon realized that this price was somewhat arbitrary.? The $1,000 per square foot valuation was a sexy round number that had a psychological value to the seller.? It was a trophy, if you will.

But the condo was never worth that price, or anything close to it, and it seems as though the seller has wasted all of 2012.? December is just around the corner, and the real estate market will be on vacation for a month.? There aren?t a whole lot of $2 Million condos trading hands a week before Christmas!

Had the seller priced the unit at $1,999,000 back in May, perhaps a sale was within reach.? I guess we?ll never know.

But would the seller have ?settled? for a paltry $1.8 Million?

Would he have been okay with ?only? pocketing $700,000 and change?

This is greed, plain and simple.

Show me another investment vehicle on the planet where people have such incredibly high and unrealistic expectations!

If I had to make a prediction, I?d say that this seller will reduce the asking price $100,000 every four months, and allow the property to rot on the market.

This doesn?t seem like a smart business decision in my mind.? It seems like it?s a decision borne out of arrogance and stubbornness.

Sometimes, I think that rich people would rather lose money than hurt their egos.

I have no idea who this seller is ? it could be a guy worth $100 Million who doesn?t care about losing tens of thousands in carrying costs.? But it seems as though these psychological benchmarks like $1,000 per square foot or ?a multi-million dollar condo? are created in the seller?s heads, and interfere with their ability to make sound decisions.? Because it seems right now as if the seller is refusing to go below $2,000,000, which leads me to believe he?s clinging to the ?multi-million-dollar? tag.

The ?penthouse? tag has some value, no doubt.

But the pricing here is just so out of whack, and it reeks of greed.

I know there isn?t a single seller on the planet that doesn?t want to get the most money for his or her property, but when you?re over-priced by several hundred thousand dollars, it?s almost as if you don?t want to sell the property; you just take pleasure in offering it for sale.

I?ll keep an eye on this one, but I?ll bet it?s still on the market in May of 2013?

Imaging Shows Progressive Damage by Parkinson?s

For the first time, researchers at the Massachusetts Institute of Technology report, brain imaging has been able to show in living patients the progressive damage Parkinson?s disease causes to two small structures deep in the brain.

The new technique confirms some ideas about the overall progress of the disease in the brain. But the effects of Parkinson?s vary in patients, the researchers said, and in the future, the refinement in imaging may help doctors monitor how the disease is affecting different people and adjust treatment accordingly.

The outward symptoms and progress of Parkinson?s disease ? tremors, stiffness, weakness ? have been well known since James Parkinson first described them in 1817. But its progress in the brain has been harder to document.

Some of the structures affected by the disease have been buried too deep to see clearly even with advances in brain imaging. An important recent hypothesis about how the disease progresses was based on the examinations of brains of patients who had died.

Now, a group of scientists at M.I.T. and Massachusetts General Hospital report that they have worked out a way to combine four different sorts of M.R.I. to get clear pictures of damage to two brain structures in people living with Parkinson?s. In doing so, they have added support to one part of the recent hypothesis, which is that the disease first strikes an area involved in movement and later progresses to a higher part of the brain more involved in memory and attention.

Suzanne Corkin, a professor emerita of behavioral neuroscience at M.I.T. and the senior author on the paper published online Monday in The Archives of Neurology, said that this progression was part of the hypothesis put forward in 2003 by Heiko Braak, a German neuroscientist, based on autopsies.

But, she said, because of the limits of brain imaging, ?nobody could test this in living patients.?

David A. Ziegler, who was at M.I.T. when the research was done, and is now a postdoctoral researcher at the University of California, San Francisco, said that the study, of 29 patients with Parkinson?s and 27 healthy patients of roughly the same age, showed that the peanut-sized substantia nigra lost volume first, and another structure called the basal forebrain, involved in memory and attention, was struck later.

Glenda Halliday, a neuroscientist at Neuroscience Research Australia and the University of New South Wales, who was not involved in the study, said the paper confirmed ?the progression of degeneration in two important affected brain regions in people with Parkinson?s.?

Dr. Corkin, Dr. Ziegler and their colleagues developed a way to use four different varieties of M.R.I. ? each using different settings on the same machine ? to come up with four different images that could be used to form one image that showed structures deep in the brain like the substantia nigra, long known to be important in Parkinson?s.

The disease kills brain cells, shrinking the parts of the brain that it affects, and the comparative study showed that the reduction in size of the substantia nigra showed up in early stage Parkinson?s patients, compared with a healthy group.

The reduction in size in the basal forebrain, compared with the healthy group, did not show up in the patients in the early stage, but was clear in patients in the later stage.

?This is a project we?ve been working on in our lab for years,? she said. A next step, already in progress, is to correlate damage to specific brain structures with symptoms.

Parkinson?s, she said, is a disease that shows the same broad outlines of development in most patients, but with considerable variation. Dementia may arrive early or may not appear. The M.R.I. technique described in the paper, she said, might help tease out what is going on in the brain in subgroups of Parkinson?s patients that show different symptoms and could influence treatment.

One important difference between the two brain structures is that damage to the substantia nigra decreases production of the neurotransmitter dopamine, while a smaller basal forebrain would reduce the production of a different chemical, acetylcholine.

The research is just one step, Dr. Ziegler said. One of the ?big outstanding questions,? he said, is whether all patients will eventually get dementia.

Obama may get chance to end Benghazi PR disaster

WASHINGTON (AP) ? The White House could finally have its chance to close the books on its Benghazi public relations disaster, as key Republicans signal they might not stand in the way of U.N. Ambassador Susan Rice to become the next secretary of state.

"I think she deserves the ability and the opportunity to explain herself and her position," Sen. John McCain, R-Ariz., told "Fox News Sunday." ''But she's not the problem. The problem is the president of the United States," who, McCain said, misled the public on terrorist involvement.

Rice is widely seen as President Barack Obama's top pick to replace Secretary of State Hillary Rodham Clinton as the nation's top diplomat. But Rice's reputation took a serious hit this fall when she relied on unclassified talking points provided by the intelligence community that portrayed the attack in Benghazi, Libya, as a spontaneous assault by a mob angered by an anti-Muslim video posted on YouTube.

Intelligence officials quickly amended their assessment to conclude the attack hadn't been related to other film protests across the Middle East. But that revised narrative was slow to reach the public, prompting Republicans to allege a White House cover-up ahead of the Nov. 6 election.

The attack killed Ambassador Chris Stevens, a State Department computer specialist and two former Navy SEALs who were working as contract security guards.

McCain's remarks were in contrast to his previous stance that Rice wasn't qualified to replace Clinton, who is expected to step down soon, and that he would do "whatever is necessary" to block Rice's possible nomination.

Sen. Lindsey Graham, McCain's close friend and colleague on the Senate Armed Services Committee, told ABC's "This Week" he still suspects the White House intentionally glossed over obvious terrorist links in the attack to keep voters from questioning Obama's handling of national security.

But instead of repeating his prior assertion that he was "dead set" against a Rice promotion, Graham suggested he looked forward to hearing her out. If Rice were nominated, "there will be a lot of questions asked of her about this event and others," said Graham, R-S.C.

The subtle shift in GOP tenor on Rice could be the result of internal grumblings on how far to take party opposition. Democrats picked up extra Senate seats in the election to maintain their narrow majority, making it that much harder for the remaining 45 Republicans to block the president's nominees.

One senior GOP Senate aide said Sunday that Republicans hadn't united against Rice and were not convinced she was worth going after. The official spoke on condition of anonymity because the aide was not authorized to speak publicly on internal GOP deliberations.

Israel successfully tests missile defense system

JERUSALEM (AP) ? Israel successfully tested its newest missile defense system Sunday, the military said, a step toward making the third leg of what Israel calls its "multilayer missile defense" operational.

The "David's Sling" system is designed to stop mid-range missiles. It successfully passed its test, shooting down its first missile in a drill Sunday in southern Israel, the military said.

The system is designed to intercept projectiles with ranges of up to 300 kilometers (180 miles).

Israel has also deployed Arrow systems for longer-range threats from Iran. The Iron Dome protects against short-range rockets fired by militants in the Gaza Strip and Hezbollah guerrillas in Lebanon. Iron Dome shot down hundreds of rockets from Gaza in this month's round of fighting.

Israeli Defense Minister Ehud Barak said the success of Iron Dome highlighted the "immense importance" of such systems.

"David's Sling," also known "Magic Wand," is developed by Israel's Rafael Advanced Defense Systems and U.S.-based Raytheon Co. and is primarily designed to counter the large arsenal of Hezbollah rockets in Lebanon.

The military said the program, which is on schedule for deployment in 2014, would "provide an additional layer of defense against ballistic missiles."

The next generation of the Arrow, now in the development stage, is set to be deployed in 2016. Called the Arrow 3, it is designed to strike its target outside the atmosphere, intercepting missiles closer to their launch sites. Together, the two Arrow systems would provide two chances to strike down incoming missiles.

Israel also uses U.S.-made Patriot missile defense batteries against mid-range missiles, though these failed to hit any of the 39 Scud missiles fired at Israel from Iraq In the first Gulf War 20 years ago. Manufacturers say the Patriot system has been improved since then.

Walter Isaacson's biography of Steve Jobs is a lot of fun--at least in part because it is not a hagiography.

One of the most striking things about the book is that Jobs never pushed profit maximization per se--he pushed "great products." ?When John Scully pushed out Jobs and ran the company, he did push profit maximization--and Apple nearly went out of business. ?Re-enter Jobs with his products-first philosophy, and Apple eventually becomes the most valuable company in history.

When economists model firms, we inevitably assume profit maximization, and then allow firms to compete either through price or quality. ?The exception to this is a principal-agent set-up, where managers are seeking to maximize their own compensation. ?But this doesn't really work for Apple, where Jobs was both a principal and an agent.

Maybe none of this matters--that making great products is a sufficiently strong proxy for profit maximization. ?But Job's desire to make great products led him to care a lot less about cost minimization than, say, Dell--the chapter on how fanatical Jobs was about the plastic case molding for the original Macintosh underscores how Jobs tended not to think about marginal revenue and marginal cost when making decisions.

Showing Value: How HR Needs to Rethink Itself for a Changing World

Here?s another example of how HR just can?t get any respect.

A new global survey of more than 400 senior executives from?from audit, tax and advisory firm KPMG International, titled Rethinking Human Resources in a Changing World,?seems to be yet another opportunity for business leadership to bash HR for what they?re not adding to the organization.

The survey found that ?only 17 percent of respondents said HR does a good job of demonstrating its value to the business, and even fewer ? 15 percent ? viewed HR as providing insightful and predictive workforce analytics.?

Relegated to a ?transaction-based organization?

In fact, the opening paragraph of the Executive Summary pretty much tells you where this survey is going:

The value of the Human Resources (HR) function elicits sharply contradictory views within organizations. On the one hand, in today?s competitive global markets, the ?war for talent? is understood to be crucial to almost every business. On the other hand, the HR function is often dismissed as non-essential or ineffective. Respondents to the study commissioned by KPMG International, give similarly mixed messages. About eight in ten (81 percent) respondents say that putting in place the most effective talent management strategy will be key to competitive success. Some six in ten (59 percent) believe that HR will grow in strategic importance. But just 17 percent maintain that HR does a good job of demonstrating its value to the business.?

Yes, it?s getting to sound like a broken record hearing executives give a mixed message about the value of HR, but that?s what we keep hearing all too often these days. The difference with this survey is that it not only focuses on what HR is doing wrong, but more importantly, what it needs to change to get back on track.

?Human Resources is often relegated to a transaction-based organization lacking strategic insight and contribution,? said Claudia Saran, a KPMG principal and the U.S. leader of the firm?s People and Change business, in a press release about the survey. ??HR executives must determine how to adapt their organization, including both its technology and people, to connect more explicitly with their respective companies? business strategy.?

?HR is struggling? to manage a ?global, flexible workforce?

The survey also found that 55 percent of survey respondents believe the metrics that define success in HR today will fundamentally change over the next three years, and Rethinking Human Resources in a Changing World examines the nature of the challenges facing the HR function and its future direction.

The report?s main findings include the following:

  • HR is struggling with the challenges of managing a global, flexible workforce.?From the report: ?The global workforce has become increasingly integrated across borders while simultaneously growing more virtual and flexible. These developments have made the retention of key talent and building workforces in new markets the top priorities of HR departments over the last three (3) years. Survey respondents expect little change in the next three (3) years.?Yet only about one in four respondents say that HR at their company excels at core issues such as sourcing and retaining key talent globally; supporting a virtual and flexible workforce; and supporting the greater globalization of the business.?
  • Finding ways to engage with workers will help address the challenges of this global, flexible and remote workforce. From the report:??Insights from interviewees for this report point toward improved employee engagement as the way to address many of these problems. This will involve creative solutions, such as the development of HR policies and approaches that have global application but can be made relevant to local conditions. It will?also require new ways to engage meaningfully with a workforce that is less committed to the organization.?
  • Technology has already transformed HR and the application of data analytics will foster even more profound change. From the report:??Sixty-nine percent of companies surveyed say it is more common for the HR function to provide web-based and/or mobile HR platforms (e.g. benefits, payroll) than it was three (3) years ago; only 3 percent of respondents have cut back on these technology enhancements. These have already enabled HR to do its basic, administrative work faster and more efficiently. They have also provided employees with more flexible and tailored training opportunities while creating a positive culture for communication.?

HR?s 3 core challenges

The report also identifies these three (3) ?core challenges? that HR executives are focusing on:

  1. Balancing the global and the local ? managing, hiring and identifying talent globally while retaining important local insights
  2. Managing a flexible and virtual workforce ? but not at the cost of loyalty and career development;
  3. Retaining the best talent ? maintaining employee engagement in the face of a less committed, more flexible workforce.

Although ?Balancing the global and the local? may not be high on your agenda if you are a smaller, U.S.-only organization, ?managing a flexible and virtual workforce? and ?retaining the best talent? sure jumped out at me as key challenges that HR and talent managers are facing (some would say struggling with) today.

When asked what their HR functions focused on most frequently over the past two years, the largest number of U.S. respondents, 29 percent, reported it was ?retaining crucial skills and experience within the business.? An even larger 41 percent said this area would receive the most focus over the coming three years.

Increasing the proportion of virtual/flexible workers

In other survey findings from U.S. respondents:

  • Over the next two years, 69 percent said they believed their companies would increase their proportion of virtual/flexible workers.
  • Nearly half (49 percent) said they had outsourced core business activities to external vendors over the past two years.
  • Social networking sites had given their organizations access to significant new sources of talent, according to 37 percent, and 41 percent said the social networking sites made it easier for competitors to poach talent.
  • Over the next two years, 63 percent agreed that coming up with the best talent management practices would be a key tool in their ability to compete in a more competitive global marketplace.

Much of the focus of Rethinking Human Resources in a Changing World?is about how technology and data will transform businesses and HR, and it is worth spending some time reading since it is likely this is an issue right now for you and your own organization.

But, the survey is also a road map for?the steps HR professionals should be taking ?to improve the function?s contribution and its image? given how, as the Executive Summary puts it, ?It is practically a business truism that the HR function is not well respected at many organizations.?Whether deserved or not, this stigma is clearly evident in our survey results.?

Steps that HR should be taking

Thankfully, the survey also lists?a number of steps executives should take, ?to improve the function?s contribution and its image.?

  • Make the value of HR more prominent and understood.
  • Think, understand and communicate in the language of business.
  • Move from administration to higher-value-added activities.
  • Transfer appropriate responsibilities to line managers.

Some may find KPMG?s?Rethinking Human Resources in a Changing World?just more of the same HR bashing that has been going around for years, but to my eye, this is a reasoned and thoughtful survey and analysis of where HR stands, and more importantly, what HR needs to do to get itself back on a meaningful and value-enhancing track within most organizations. The study?s Conclusion could not make this any more clearly:

Many of the challenges identified in this report are long standing. But they are no less urgent for that. Indeed, there is no escaping the prospect of a shrinking and weakened HR function in the coming years. Quite simply, HR has to break out of the trap it has been stuck in for far too long.

Unfortunately, there are no simple solutions, no generic approaches or best practices that will suddenly enable the HR function to become more effective and respected. HR needs to focus on delivering unique talent solutions tailored to each company?s circumstances and requirements.?

The plain truth about top marginal tax rates that shocked US - Quartz


The US Congressional Research Service is normally about as exciting as it sounds: Academics churning out reports for the edification of American legislators. But a recent CRS publication so?offended Senate conservatives that they had it pulled from public circulation.?The report has been reposted elsewhere, though, so that all may read its shocking finding: contrary to Republican tenets, lowering the tax rates for high earners does not make the economy grow faster.

Coming on the eve of the presidential election, the report?s suppression raised a predictable fuss. But while press coverage has wondered whether attempts to quash it?might backfire and draw more attention?(well, they did), the findings themselves aren?t even unusual. Yes, the connection between tax rates and economic performance is complex; yes, the Republican leadership complained about the report?s rigor?it doesn?t take policy lag or Federal Reserve action into account?and its language (it referred to ?the Bush tax cuts? and ?tax cuts for the rich.?); and yes, the idea that higher taxes lead to less work can seem intuitive. Yet the CRS report isn?t the first to show little connection between tax rates and economic expansion. Consider:

  • French economists Emmanuel Saez and Thomas Piketty have done extensive research on American tax policy, and conclude that an optimal tax rate for a country?s wealthiest citizens is between 50% and 70%?far higher than America?s current top marginal rate of 36%. The economists say the data don?t show high earners working less when taxes get to that level, though they do try to lower their tax bills using different financial tools. ?They note that growth in the 30 years before US President Ronald Reagan reduced taxes from top marginal rates as high as 70% was greater than in the years thereafter. The two even compared tax rates and growth across the 18 countries in the Organization for Economic Cooperation and Development and concluded:

?[T]he bottom line is that rich countries have all grown at roughly the same rate over the past 30 years?in spite of huge variations in tax policies. Using our model and mid-range parameter values where the response of top earners to top tax rate cuts is due in part to increased rent-seeking behaviour and in part to increased productive work, we find that the top tax rate could potentially be set as high as 83%?as opposed to 57% in the pure supply-side model.?

  • Bruce Bartlett, who worked on tax policy in the Reagan administration, has also noted?little conclusive connection between low taxes and economic growth. He cites a paper by economist Martin Feldstein that found that the 1986 tax reform?the last major rate-lowering overhaul of the American tax code?had little effect on growth. A study of the same episode by Alan Auerbach and Joel Slemrod came to similar conclusions.
  • Not all tax cuts are made the same way.?If tax cuts aren?t matched with spending reductions, the accumulating debt can be a drag on economic growth. Both Peter Orszag, a former budget chief in the Obama administration, and Glenn Hubbard, a top economic adviser to the Romney campaign, have published research that shows increasing debt from unfunded tax cuts can make new investments prohibitively expensive.

Of course, tax policy can?t be totally disconnected from growth, and it?s not: Loopholes and tax breaks can distort business decisions and shape the economy with unexpected consequences, and tax differences across borders can have significant affects on international capital flows. Changes in how much revenue is taken from citizens affects consumer spending and saving. If the government can?t fund its spending, public debt has consequences of its own. But there?s no hiding the reality that when it comes to growth, the marginal tax rates paid by the highest earners aren?t the high road to?expansion.

Mama Knows Books: {Book Tour} The Earth Child's Handbook

Greetings! Thanks so much to Shandy for allowing me this opportunity to share with your audience.

The Earth Child's Handbook is an educational, craft and activity book for children and families who follow a pagan and earth-centric spiritual practice. One of the topics covered in the books is that the Pagan concept of Deity. Pagans often conceive of Deity as a reflection of the sexes, a God and a Goddess. Traditional Paganism assigns associations to each of these deities.

In most cultures and ancient Pagan traditions you will find the Moon associated with The Goddess and women, while the Sun is generally associated with The God and men. This is not always the case; many cultures have Sun Goddesses, and Moon Gods. The Goddess Brigid is a Celtic Sun and Fire goddess, while The God Min is a Moon god in Egypt.

But while there are these exceptions it does seem that cultures across our planet and far apart tended to picture the Moon as a representative of the Goddess and the Sun as a representative of the God. Each however must exist in the company of the other. The God cannot exist without the Goddess and the Goddess cannot exist without the God. They are one. In addition to Moon Goddesses and Sun Gods, you will find many other kinds of Gods and Goddess in many different cultures. There are Gods and Goddesses for just about anything you can think of; battle, wisdom and learning, harvest, planting, death, rebirth, home and family. There are even patron Gods and Goddesses for things like professions such as a salesperson!

All these different Gods and Goddesses are a way of making our connection to Spirit more personal. The concept of Spirit or what some people call ?GOD? can be overwhelming at times. It is a pretty big thing to grasp, and everyone has a different idea of what it is. In fact some people spend their whole lives trying to figure out what it means to them. So don?t feel bad if you find this topic confusing. It is for a lot of people.

Ancient people probably felt the same way. This may be why they came up with different Gods and Goddesses to begin with. If they had a specific problem such as needing to find a lost item, it was a blessing and a comfort to go to the Goddess of lost things and seek her help. This one Goddess would be available to help you find your lost item and focus on just that task alone. If they were sick they might turn to a God of healing for assistance with getting better.

Many Pagans these days feel that all of these ancient goddesses and gods are just different aspects and names for One Goddess and One God. Many also believe that the Goddess and God are in turn one as well. One Deity, and one Spirit. Some call this Spirit ?GOD? or ?GODDESS? or ?SPIRIT? out of convenience (it gets a bit tedious to keep saying ?the Goddess and the God all day long.) The images of different Goddesses and Gods help us to better understand the concept of Spirit and connect personally with it?s presence here on Earth, in our universe, and in ourselves.

Earth
Earth is more than just the planet we live on or the dirt under our feet. You might think of the Earth as the body of the Great Goddess, our Mother, our Creator. The Earth sustains us; in it grows food for us to eat and other materials to help our daily lives. Her trees provide us with air, shelter, and shade. All of the four elements are related to each other, and cannot exist one without the others. This is especially true in their relationship to Earth, for all of these elements are found on and are part of the Earth itself. Air breezes through the trees on our Earth, Water runs through her streams, and Fire glows deep inside her core. If Earth is her body then Air is her breath, Water her blood and Fire her Spirit and Soul.


Recycling


Recycling is a big part of being an Earth conscious and responsible person. If you wish to learn more about the type of general recycling you can do in your home check at your local library for more information. There you can find out which materials, such as bottles, cans, newspapers and cardboard are recycled in your area. In addition to participating in community recycling efforts you can also recycle or reuse items


in your own home. Try some of the craft recycling tips below and help to preserve the resources of our precious Earth.


For sparkly silver craft paper save potato chip bags. Cut off the top and bottom and slice one side open so that the bag lies flat. Clean the shiny silver side with window cleaner and a rag.


Save small plastic food containers with lids, such as yogurt containers to store homemade clays, paints, and bath products.
Some frozen foods come in plastic trays with compartments that are good for dividing up craft supplies and paint colors while working on a project.


Save cylindrical shaped containers such as snack chip containers or powdered drink containers, these make great molds for soap, candles and ice.


Save interesting and beautiful plastic and glass containers to repackage bath crafts to give as gifts. Save junk mail and divide it up roughly by color to use in paper making.The Heavens Excerpt from Book 1
The Heavens
When you look up at the sky what do you see? Sure you see the Sun, and at night the Moon and the Stars, but did you know that there is a whole lot more up there than meets the eye? Ancient people didn?t have cities full of electric lights to brighten up their night sky. They looked to the Moon and the Stars to light their evenings. When they looked up at the heavens the stars were so clear and bright in comparison to the darkness of evening around them that they were struck with awe.


When the ancient people looked at their world and the stars, Sun and Moon above it, they noticed the relationships that existed there. They saw the ebb and flow of the oceans tide with the phases of the Moon. They saw the changing of the seasons with the Sun?s position in the sky. They noticed changes in their environment when a comet flashed across the sky, and they observed how children born under certain signs had similar natures.


Ancient people saw such awesome power exhibited by our Sun that they knew the Sun must be God?s representative to us in our day sky; a reminder that God is always there to protect us, provide for us, and love us. These same people looked to the Moon in the darkest nights to light their way, they saw how the phases of the Moon guided the cycles of women, and recognized the Moon as Goddess? representative to us in our night sky.


Just as the Earth is a symbol and living representative of the Great Goddess, so is the Moon a symbol of her as well, and the Sun a symbol of God. And each of these things is a reminder to us, of the everlasting presence of our divine parents the Goddess and the God, who in their love for each other, their love for us, and in return our love for them, are one and the same.


Some Pagans call the united God and Goddess, Spirit. Spirit is the fifth element. It is all around us, and in us. It is the love of the Goddess and the God.
Moon Excerpt from Book 1
Phases of the Moon
Our Moon gets its glow from the Sun. Sunlight is reflected off of it?s surface enabling us to see the Moon from Earth. The Moon orbits around the Earth, the Earth in turn orbits around the Sun. The Moon?s cycle around Earth takes about twenty-eight days.


As the Moon orbits Earth we see it from different perspectives and with different amounts of the Sun?s light illuminating it. This cycle is a gradual and continuous process, with the Moon appearing slightly different just about every day. However traditionally this gradual change is recognized as having eight distinct phases.
Magick Moon Phases Wheel
To see which phase the Moon is in all you have to do is look outside in the evening. Many people use the phases of the Moon in conjunction with special spiritual meditations or for help with spell work. You will learn more about spells and rituals in another chapter of this book. In the meantime have fun making this Moon phase wheel.


To use your wheel, find out the current phase of the Moon from a calendar, the internet or take a look at the real thing. Once you know the Moon?s current phase, line up the wheel window with the picture of the Moon that matches its current phase. Line up the name of that phase underneath the picture. Lastly line up the magic tips disc for that phase. Now you? re ready to appreciate the phases of the Moon!
