The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. DHCD is seeking qualified candidates for the position of Secondary Marketing Manager with the Community Development Administration (CDA), a nationally recognized state housing finance agency. CDA has over $3 billion in outstanding mortgage revenue bonds and a comparably-sized mortgage loan and investment portfolio. The Secondary Marketing Manager will play an integral role in the financial analysis, trade execution and risk management of CDA?s new Secondary Market / Mortgage-Backed Security (MBS) Program.
As an integral member of the CDA Finance leadership team, this position will be responsible for managing the financial execution of selling approximately $200-250 million of MBS securities into the secondary market on an annual basis, as well as assisting with the evaluation and determination of alternative methods of execution, including tax-exempt bond issuances and other MBS execution strategies. This position will also be involved with the research and analysis of potential new product offerings, ranging from conventional to refinancing product structures and their respective sources of capital. Additionally, the Secondary Marketing Manager will be responsible for performing complex financial analysis, including cash flow projections and liquidity assessments related to the $3 billion portfolio of CDA mortgage loans and investments financed with revenue bond proceeds.
This is a highly complex and technical position. It requires an understanding of the capital markets, mortgage products and execution methodologies, generally accepted accounting principles (GAAP), financial management systems, bond debt servicing, loan servicing, and real estate finance. The ability to interpret complex financial information, legal documents, and accounting pronouncements and to translate this information into complex financial models is essential.
